Auditing is a valuable weapon in your fight against potential breaches of your data. Oracle has finally enabled auditing by default with version 11g, primarily to support their own Audit Vault product. All production databases in this day and age should have auditing enabled within the database at least to log connections to the database and ideally also to log use of system privileges.
